This happens because each exchange has its own order book, its own traders, and its own supply/demand dynamics. Prices don't sync instantly — there's always a small gap. Sometimes it's 0.3%. Sometimes it's 2%+.
Arbitrager captures this gap by opening two positions simultaneously: a LONG (buy) on the cheaper exchange and a SHORT (sell) on the expensive one. The market can go up, down, or sideways — it doesn't matter, because your two positions cancel each other's directional risk. You only keep the spread difference.
